Panel discussion

Representatives of the Government of Armenia, employers and workers, civil society and international partners participated in a policy dialogue on the International Labour Organization (ILO) Violence and Harassment Convention, 2019 (No. 190) on 30 January 2026. The dialogue aimed to advance national efforts to implement the Convention following its ratification in December 2025.
Tiruhi Nazaretyan, Deputy President of the Confederation of Trade Unions of Armenia, noted in her speech that the tools of the trade union - collective agreements and negotiations - can be effective in identifying, preventing and eliminating violence and harassment in the workplace.
However, legislative issues should be taken into account, for example, the absence of a third-party protection mechanism, gaps in the Civil Procedure Code in terms of the distribution of the burden of proof, which hinder the practical application of the provisions of the Convention.
