On January 23, 2026, the Republican Collective Agreement was signed between the Government of the Republic of Armenia, on behalf of which the Minister of Labor and Social Affairs of the Republic of Armenia acted, the Confederation of Trade Unions of Armenia and the Republican Union of Employers of Armenia.
The Agreement establishes social-labor and related socio-economic additional guarantees and joint actions of the Parties for their implementation. The parties consider the main goal of cooperation to be the development of social-labor and related socio-economic relations in the Republic of Armenia, which should be based on the principle of social justice and accompanied by the development of human capital, increasing the employment level, reducing poverty, protecting labor rights, and strengthening decent work.
Welcome speeches were delivered by the Minister of Labor and Social Affairs of the Republic of Armenia, Arsen Torosyan; the President of the Confederation of Trade Unions of Armenia, Elen Manaseryan; the President of the Republican Union of Employers of Armenia, Vahagn Hambardzumyan; as well as senior representatives of the International Labour Organization (ILO), including Emmanuel Julien, Sergejus Glovackas, and Henrik Moller.
In her speech, the President of the Confederation of Trade Unions of Armenia, Elen Manaseryan, noted that the signing of the Agreement confirms the readiness of the state, trade unions, and employers to achieve social justice and decent work.
Elen Manaseryan emphasized that each section of the Agreement is an agreement reached as a result of long discussions and negotiations, as the goal of all parties is to have a stable, developed and decent working conditions-based Republic of Armenia.
In his speech, the Minister of Labor and Social Affairs of the Republic of Armenia, Arsen Torosyan, noted that the signing of the document is another important step towards strengthening coordinated and mutually beneficial cooperation with social partners, the key goal of which is to ensure a balanced protection of the interests of workers and employers and build an effective dialogue.
The President of the Republican Union of Employers of Armenia, Vahagn Hambardzumyan, stated that the Government of the Republic of Armenia, with its full composition and authorities, is a party to the Agreement, which constitutes a serious guarantee for employers that the issues they raise will receive systemic solutions at all levels of government.
